Your first step before you start grinding is to go and farm Plans: Reinforced Cobalt Chestpiece. This is the absolute cheapest thing to level with. It's droped by Venture Co. Excavators (Level 75-76) in Sholazar Basin around the area of 35,46 (The northern side of "The Suntouched Pillar").
